Overview
Steve’s practice focuses on litigation involving state and local governments, particularly in the provision of utility and other public services.
Steve has represented local governments, and those who work with local governments, for nearly 50 years. His particular experience includes representation of jurisdictions on eminent domain, utilities (water, wastewater, storm water, solid waste systems), local improvement districts, facility siting and development.
Steve is a regular presenter to organizations such as the Washington State Bar Association section programs, the Association of Washington Cities, the Washington State Association of Municipal Attorneys and the International Municipal Law Association. Additionally, he has presented at 43 of the 44 Annual Civil Service Conferences for Washington local governments and has hosted the program for more than 20 years.
