Foster Garvey is thrilled to welcome Noah Mikell as an associate in the firm’s Litigation practice, based in the Seattle office.
Noah is an environmental and land use attorney who brings valuable experience in regulatory matters, permitting and litigation. He most recently served as Deputy Prosecuting Attorney for the King County Prosecuting Attorney’s Office, where he served in the Land Use Section and Executive Climate Office. As Deputy Prosecuting Attorney, he represented the county’s Permitting Division in administrative litigation before the Shorelines Hearing Board, successfully defending cases involving claims under SEPA, the Shoreline Management Act and King County Code, including successful defenses of cases of first impression. He has argued land use appeals before the Washington Court of Appeals and King County Superior Court and has also advised the Utilities Technical Review Committee on water and sewer approvals and code interpretation.
Earlier in his career, Noah served as Deputy Prosecuting Attorney for the Island County Prosecuting Attorney’s Office, managing hundreds of cases and leading efforts to address the COVID-related case backlog. He also served as a Judicial Extern to the Hon. John V. Acosta of the U.S. District Court for the District of Oregon.

He holds a law degree with a concentration in environmental and natural resources law from the University of Oregon School of Law and a bachelor’s degree from the University of Minnesota in Global Studies.
