Overview
Andrew has more than 20 years of experience as a health care attorney and compliance officer advising hospital systems, physician practices, academic medicine networks, health sciences professional education programs and diverse clinical therapy practices.
He has extensive experience in the areas of Medicare and Medicaid compliance, reimbursement, Anti-Kickback Statute, False Claims Act, beneficiary inducement civil monetary penalties law, fraud and abuse, the Emergency Medical Treatment and Labor Act (EMTALA), information privacy and security (e.g. HIPAA compliance), graduate medical education programs, risk assessments and designing and implementing an effective health care compliance program.
Andrew served as Assistant Attorney General for the Washington State Office of the Attorney General, providing in-house legal services to Washington State University. In 2021 and 2024, he was honored with the Excellence Award from the Attorney General for outstanding performance.
Prior to his role as Assistant Attorney General, Andrew served as Director of Compliance for Providence’s Washington and Montana Service Areas. He has also served as the Director of Risk Management & Compliance at Inland Northwest Health Services where his position included being the HIPAA privacy and security officer.
Throughout his career, Andrew has embraced a collaborative and multidisciplinary approach to resolve complex legal, compliance and risk management issues. He holds a J.D. from Gonzaga University School of Law and a B.A. in Politics from Whitman College.
