Overview
Brad has nearly 20 years of experience in litigation and advising clients on regulatory matters involving water quality, permitting and hazardous substances.
Brad’s experience includes defending administrative and civil enforcement actions, environmental and land use permitting, and environmental litigation in federal and state forums. Brad also advises and represents clients in remediation of contaminated industrial and commercial sites, the distribution of liability for cleanup costs under state and federal regulations and in due diligence for real estate and business transactions.
Brad has been recognized in The Best Lawyers in America© and Washington Superlawyers. Prior to joining Foster Garvey, Brad was a partner at environmental and natural resources law firm, Doll Mack Wells PLLC.

Puget Soundkeeper Alliance v. Port of Tacoma, 2023 WL 11807235 (9th Cir. 2024) (Clean Water Act citizen suit dismissed on summary judgment, affirmed in part, reversed in part by Ninth Circuit Court of Appeals)
Defense of multiple confidential clients during Clean Water Act pre-suit notice phase resulting in plaintiffs declining to file citizen-suit lawsuits or resolving claims
Successful representation of coalition in appeal of combined waste discharge and National Pollutant Discharge Elimination System Permit for industrial stormwater
Successful cost recovery actions against Chevron for remedial action costs under Washington State Model Toxics Control Act for remediation of petroleum contamination
