Overview

Andrew has more than 20 years of experience as a health care attorney and compliance officer advising hospital systems, physician practices, academic medicine networks, health sciences professional education programs and diverse clinical therapy practices.

He has extensive experience advising health care organizations on a broad range of regulatory, compliance and transactional matters. His practice includes Medicare and Medicaid compliance and reimbursement, fraud and abuse issues and enforcement matters involving the Anti-Kickback Statute, False Claims Act, Physician Self-Referral Law (Stark Law) and beneficiary inducement civil monetary penalties. He also counsels clients on EMTALA compliance, information privacy and security (including HIPAA), health care contracting, graduate medical education programs and biomedical human subject research.

Andrew served as Assistant Attorney General for the Washington State Office of the Attorney General, providing in-house legal services to Washington State University. In 2021 and 2024, he was honored with the Excellence Award from the Attorney General for outstanding performance.

Prior to his role as Assistant Attorney General, Andrew served as Director of Compliance for Providence's Washington and Montana Service Areas. He has also served as the Director of Risk Management & Compliance at Inland Northwest Health Services where his position included being the HIPAA privacy and security officer.

Throughout his career, Andrew has embraced a collaborative and multidisciplinary approach to resolve complex legal, compliance and risk management issues. He holds a J.D. from Gonzaga University School of Law and a B.A. in Politics from Whitman College.
