Alice has practiced public finance and municipal law in the Pacific Northwest for more than 25 years. 

Her practice focuses on finance matters for public entities. She is experienced in developing new tax, fee and other governmental revenue sources that fund public services and secure capital investments in critical urban and rural infrastructure. Over her career, she has represented parties in the issuance of billions of dollars of tax-exempt and taxable debt and has been involved in structuring a variety of public-private partnerships that result in significant public infrastructure investments.

Alice regularly serves as counsel to municipal bond issuers, underwriters, conduit borrowers and credit-enhancement providers. She handles a variety of complex transactions, including general governmental, utility and transportation infrastructure projects; financings for educational and cultural institutions; federal tax credit transactions; and public-private partnership arrangements.

In addition to capital financing, she provides client counseling and advice relating to state and local taxation and revenue generation; structuring new governmental, intergovernmental and quasi-governmental enterprises; reorganizing or regionalizing municipal government services; and structuring public-private partnerships of all types.
