During Washington’s 2025 legislative session, the state legislature passed House Bill 1515 (2025–26), which aims to expand alcohol service through December 31, 2027 by allowing local jurisdictions to authorize alcohol service in certain approved outdoor and event spaces. The measure represents a significant win for Washington cities and businesses interested in providing expanded alcohol service during the FIFA Club World Cup 2026.
Since the measure was passed and signed into law by Governor Bob Ferguson, the Washington State Liquor and Cannabis Board (WSLCB) has been engaged in rulemaking to implement the new law and address key issues such as service area boundaries, shared-use arrangements, staffing and compliance responsibilities.
The WSLCB will host two virtual public feedback sessions to review draft rule language, the rulemaking process and the projected timeline:

Restaurants, breweries, wineries, distilleries, taverns and event operators, particularly those that currently operate, or plan to expand into, outdoor or event-based alcohol service areas, are encouraged to attend or submit written comments to rules@lcb.wa.gov. Input received will inform how the rules are finalized and applied statewide.
