Dwayne brings a deep understanding of the ever-evolving regulatory landscape for technology and telecom businesses, with a passion for finding innovative solutions for his clients.
Dwayne is a member of the firm's Communications, Telecom & Media practice with nearly a decade of experience assisting clients navigate federal and state communications laws and regulations. His practice focuses on appellate review of FCC decisions and the prosecution and defense of federal district court actions. Dwayne also advises in matters involving constitutional issues, the interpretation and enforcement of federal statutes, and administrative law. Additionally, he represents clients on TCPA issues, ranging from defense in multi-million-dollar putative class actions to ongoing compliance counseling.
Prior to working in private practice, Dwayne served as a law clerk to Judge Janice Rogers Brown of the United States Court of Appeals for the D.C. Circuit and Judge George L. Russell, III, of the United States District Court for the District of Maryland.
