Parliamentary procedures are at the heart of all public meetings and hearings. Whether it’s Robert’s Rules of Order, ORS 197.763, City Council bylaws, or the seat of the attorney’s pants, good parliamentary procedure can make the difference between a defensible decision and a train-wreck.
At this session we will walk through the procedural fine points, including:
- How to navigate contested hearings;
- What to do when a panel deadlocks; and
- The rule of necessity, including when it's necessary.
