Judith M. Runstad

Judy Runstad is Of Counsel (former co-managing partner) with Foster Pepper, and has practiced in the areas of real estate development and land use and environmental law for more than 40 years. She has substantial experience representing clients in the areas of growth management, zoning, shoreline management and regulatory matters. She co-chaired Governor Locke’s Washington Competitiveness Council and Governor Gregoire’s Global Competitiveness Council. She most recently served on Governor Gregoire's Higher Education Task Force.

Judy previously served on the Governor’s High Speed Ground Transportation Commission and the Governor’s Washington State Growth Strategies Commission, and has served on seven gubernatorial commissions.

Judy was recently singled out by the highly-regarded Chambers USA legal directory, which annually interviews firm clients. In addition to a top-ranking of Foster Pepper's Land Use practice, Chambers noted Judy was “admired for her deep knowledge of land use, real estate development, and environmental law.”
