Hugh has more than 30 years of experience practicing municipal and public finance law. Since joining Foster Pepper in 1982, Hugh has served as bond counsel on numerous general obligation, revenue, special assessment, and conduit financings for a broad range of government facilities. He is well known for structuring public-private and intergovernmental cooperative arrangements. Hugh regularly provides legal advice to other lawyers, elected officials, and to government staff members and is closely involved in the development of law affecting local governments.
Hugh teaches Local Government Law, State Constitutional Law and Professional Responsibility at the University of Washington Law School. He also drafts legislation and has an active state constitutional law practice.
